From 1 September 2026, government funding for new starts on Team Leader Level 3, Operations Manager Level 5 and Chartered Manager Degree Level 6 apprenticeship standards was withdrawn.
Organisations still need new managers, capable middle managers and future strategic leaders. Removing the funding route does not remove succession risk, management skills gaps, workforce pressures or the need to prepare people for greater organisational responsibility.
The complete Qualia pathway provides employers with a direct way to continue developing leadership capability from first-line management through to strategic leadership.
Existing apprentices who started before 1 September 2026 continue to be funded through to completion. Affected apprenticeship standards can also continue to be privately funded.

Who is the complete programme designed for?
It is particularly suitable for organisations wanting to create a structured management-development pathway, or individuals whose development needs span people leadership, performance management and strategic leadership.
Do participants have to be new managers?
No. Existing managers can benefit where the employer wants a complete and consistent development pathway. Prior experience can be recognised during application without removing the programme's progression.
Is this an apprenticeship?
No. This is employer-funded commercial training. There is no apprenticeship eligibility requirement, apprenticeship agreement or end-point assessment.
Why is the programme 13 days?
Leadership capability develops across different levels. Four days establish people-leadership foundations, four days develop management intelligence and performance judgement, and five days extend capability into strategic and organisational leadership.
What does the participant produce?
Participants complete a Leadership & Organisational Improvement Project that brings together people, performance, process, culture, strategy, change, implementation and measures of improvement.
Can our organisation's real issues be used?
Yes. That is central to the programme. Appropriate confidentiality and information-handling arrangements still apply, but genuine organisational priorities are preferred to generic classroom exercises.
What happened to leadership apprenticeship funding?
